The issue of mortgage of agricultural lands has been complicated in the Dharani portal. Farmers are worried that the Dharani portal will not allow them to buy and sell even after the mortgage has been released. They are voicing that they are showing themselves as defaulters even after repaying the loan
A farmer can mortgage his land to banks or other institutions and take a loan for his needs. In this order the banks mortgage the land as if they had mortgaged the land to them. The mortgage is legalized by the registration of this mortgage deed by the Revenue Department. There is no possibility of selling such land to others, or mortgaging it elsewhere.
However, the farmer is required to release the mortgage deed when the loan is repaid to the banks or other institutions. In order to do so, another registration transaction in the name of Reconvenience Deed is required. Farmers say that the Dharani portal has been cooperating until the reconsideration deed is issued, after which trouble will ensue.
Once the mortgaged land is sold, the Dharani portal shows that the land is still in mortgage.
In response, revenue sources said that the government had given the Reconvenience Deed option on the Dharani portal, but showing that the land was still in the mortgage when the deed came was only a technical problem. Field-level revenue officials say they have to resolve this at the office of the Chief Commissioner of Land Administration (CCLA) and give them an option.
However, it is estimated that up to 10 per cent of the total agricultural land in the state will be mortgaged in many cases. Gardeners in particular need large sums of money to mortgage the same land and then repay the loan. But, even after repaying the loan, there are difficulties in selling and buying farmland
The Revenue Department is working to resolve the applications received on the Dharani portal on various land issues by the 9th of this month. Of the 6,000 applications received across the Medchal district, 4,800 have already been resolved, officials said. Another 1200 applications are pending
