Andhra Pradesh Government is ambitiously implementing the Jagananna Sampoorna Gruha Hakku Scheme
Under this scheme, the government is giving full property rights to those who have taken loans from the government and built houses between 1983-2011. Under the scheme, there are a total of 51 lakh 8 thousand beneficiaries in the state out of which 39.7 lakh are borrowers and 12.1 lakh are non-loan holders. The beneficiary can get all the rights over his house by paying a nominal fee.

Under this scheme the beneficiary can register at the registration office with his registration document to obtain loan from banks, mortgage, sell or give as gift without any legal hassle. No duty fee is payable for registration. 7.5 per cent registration fee waiver on land value. One hundred percent user fee waiver on value. No link document is required for sales through the degree obtained under this scheme.
Registration in the village secretariat
The government is making it possible for the beneficiary to register his property with the village secretariat. To this extent Jivo has also issued. No need to go to the Sub-Registrar's office for registration. Beneficiary's property is exempt from clause 22 (a). Also the beneficiary has the opportunity to make any transaction. There is no registration fee. Registration can be done at the village secretariat for a nominal fee.

Nominal fees
Beneficiaries have to pay Rs 10,000 in rural areas, Rs 15,000 in municipalities and Rs 20,000 in municipal corporations. It is sufficient to pay a lower fee if the interest and the original are less than the above mentioned fee.
Under the current Janagananna Absolute Housing Scheme, a degree in real estate is granted as soon as the receipt for the loan is shown. All the work related to this project is done in the village secretariats. There is no need to turn to zonal offices for all the tasks like beneficiary identification, real estate measurements, fee payment, loan payment. The government explained that it would be sufficient to meet the concerned assistants in the village secretariat.
Former MLA Gavireddy Ramanayudu today criticized the YCP government for cracking down on a well-intentioned housing scheme set up by former chief minister Nandamuri Taraka Rama Rao and opening the door to collection through OTS.
Speaking at a media conference at his home in Appalarajupuram, Chidikada zone, Ramanayudu said that so far no government has asked the home beneficiaries to pay the money. Jaganmohan Reddy has been criticized for putting OTS to fill the coffers. He assured that no one would pay the loans through OTS and if the Telugu government comes to power in the coming elections, it will grant permanent housing rights to the beneficiaries free of cost.

Ramanayudu demanded that the diversion of funds of the 15th Finance Commission released by the Central Government to the Gram Panchayats into the State Government account was atrocious and should be credited to the Panchayats immediately.
