On September 29, 2020, the free borewell YSR waterworks program was started by the hands of Chief Minister Jaganmohan Reddy. About three lakh farmers will be benefited through this scheme. The government aims to dig a total of 2 lakh bore wells.

◼️ Key Features of YSR Jala Kal Scheme:
1. Under the YSR Irrigation Programme, the Government has decided to dig free borewells for eligible farmers in all the thirteen (13) districts of the state.
2. Borewell sites should be scientifically identified by conducting ground water survey before drilling is undertaken.
3.Any farmer with an area of 2.5 acres without borewell till now is eligible. If a farmer does not have 2.5 acres of land, a group can be formed and apply for a free borewell.

4.Preference will be given to small and marginal farmers and SC / ST / women farmers.
5. Government will also provide special motor and pump sets to small farmers.
6. Farmers can apply for free borewell either online or offline through village secretariat.
7.VRO verifies the application and sends it to concerned APD / MPDO.
8. The assigned drilling contractor shall conduct ground water survey by engaging qualified geologists. An estimate will be prepared and a feasible report will be submitted to the concerned APD / MPDO.
9. The work is handed over to the drilling contractor after taking administrative approval from PD District Collector / JC.
10. Information regarding the sanction of borewells will be communicated to the applicants at each stage through SMS.
11. After completion of borewell drilling a geo-tagged digital photograph will be taken by concerned authorities along with the beneficiary in presence of drilling contractor.
12.Depth of borewell drilling and depth of casing are measured with IOT devices minimizing human intervention.
13.Drilling contractors will be paid according to pre-determined rates in the districts.
14.If one borewell fails, a second borewell is drilled where possible.
15.Construction of recharge pit / water harvesting will be taken up at the successful borewell site.
16. Social audit will be conducted for all borewells drilled under this programme. A Program Management Unit (PMU) will be established at the headquarters to effectively monitor the implementation of the programme.
17. Roles and responsibilities of various functionaries for implementation of the program are defined and included in the GO. The District Collectors will guide all the stakeholders for effective implementation of this programme.
This scheme is applicable to small farmers in the state. This is a scheme implemented by Farmer Welfare Department, Government of Andhra Pradesh.
